As is expected this fall, a financial boost that will make its way to approximately eight million citizens in one particular state. This financial incentive will arrive in the form of a once-off inflation refund check of about $400. Payments will start rolling out as of mid-October 2025. No effort is required from taxpayers, and there is no need to fill out an application form for this refund check.

When can this state’s residents expect to receive their checks?

New York Governor Kathy Hochul has decided to provide this financial incentive to citizens according to the newly passed New York State fiscal year 2026 budget. With this one-time payment, New Yorkers can receive some relief, especially in such a costly state further burdened by increasing living costs and inflation-related tax commitments.

It is expected that all checks will start going out to citizens in mid-October 2025. While payments will be distributed in October, the mailing process will take longer, especially due to the sheer volume of citizens eligible for this refund. With approximately 8,2 million citizens around the state receiving this payment, citizens should receive their checks after several weeks. While the payment month has been set, there has been no discussion of how payments will be received based on region or zip code.

Citizen can stay abreast with all the latest details on these payments by watching their mailboxes and looking out for any checks issued by the Department of Taxation and Finance. No real-time updates will be shared, and no set information will be received about individual payment timing. It has been said that the department’s contact center will also not be able to provide details about payment timing.

Payments that citizens can expect to receive

Although citizens can receive up to $400 for this refund, the amount that each citizen will receive will depend mainly on their filing status as per their 2023 tax return. New Yorkers can look forward to:

  • $400 for married couples filing jointly with a combined income of about $150,000 or less.
  • $300 could be received by married couples filing jointly earning more than $150,00 but less than $300,000.
  • $200 for single filers with an income of $75,000 or less.
  • $150 for single filers earning more than $75,000 but less than $150,000.
  • $200 for heads of households with an income of $75,000 or less.
  • $150 for heads of household earning more than $75,000 but less than $150,000.
  • $400 for a qualifying surviving spouse with an income of $150,000 or less.
  • $300 for a qualifying surviving spouse earning more than $150,000 but less than $300,000.

This rebate is just one surprise in store for New Yorkers who could also be receiving another surprise just in time for the summer holiday.

Eligibility criteria for this refund check

According to the New York Department of Taxation and Finance, the only criterion to determine eligibility for these inflation rebate checks is based on taxpayers’ 2023 New York State tax return. New Yorkers had to have filed out Form IT-201 (New York State Resident Income Tax Return) while meeting the specific income thresholds. All individuals eligible to receive a refund check could not have claimed as a dependent on another person’s return.

Non-filers who have not filed their 2023 taxes as citizens of New York will not be receiving these payments. Citizens who may have filed their 2023 tax returns but have changed their address since then have to make the effort to update their new address with the Department of Taxation and Finance.

The broader reason for this rebate

According to Governor Hochul, the rebate checks form part of the broader initiative to ease citizens’ financial burdens and provide some support to working families dealing with high inflation costs. The Governor is all in favor of putting citizens’ money back into their pockets. Further plans as per the New York State fiscal year 2026 budget are to offer, along with these stimulus checks, a triple child tax credit, free school meals in public schools, and tax cuts for middle-class citizens.
