- Alma Mater: William Carey University (BS, 1959) / Louisiana State University (MS, 1969)
- Born in New Orleans and raised in Osyka, MS, Foy graduated from SW Mississippi CC and then played basketball at William Carey (MS)
- Started his career at Baton Rouge JHS (LA), where he taught and was an assistant basketball coach from 1959-62
- Became head coach in 1962; named Coach of the Year in 1968 after leading the team to a State 4-A title
- Hired in 1969 to be the head coach at then-Division II Southeastern Louisiana; led the Lions for five seasons
- Was 65-64 overall, with his best season being 1972-73 when the Lions won the Gulf South title and Foy was named Gulf South COY
- Left for D-I McNeese State in 1974, coaching the Cowboys for the next three seasons
- Won the Southland title in his first year; went 52-26 overall and won 16+ games each year
- Stopped coaching in 1977 to work in private sector, opening Western Auto Associate Store in Mississippi
- Returned to coaching in 2000, taking over at Parklane Academy (MS); final coaching job was at Amite County HS (MS), where he worked until 2012
- Passed away in June 2014 at the age of 77; survived by his wife of 57 years, Betty Jane, and their three children
